purposes.
Bob Benjamin won the 50-50- drawing $28.
Sandie Smith, Pinal County Supervisor, District 2 and David Kuhl, Pinal
County Director of Planning and Zoning were guest speakers.
Sandie spoke about the Comprehensive Plan including the 275 square
miles of Superstition Vistas, the possibility of working toward a green
environment for water and building. An Arizona Town Hall Meeting
was to take place the next weekend. Approximately 125-150
citizens were attending by invitation only and meeting at the Biosphere.
She will let us know more about that meeting and citizen input at a later date.
Sandie is head of the steering committee for Superstition Vistas.
Stakeholder involvement and newsletters going out approximately
February ’08, workshops September ’08 and completion in December ’09.
David Kuhl said that Pinal County is the fastest growing county in the
U.S. According to CAG statistics, the population in 2000 was
183,423. In 2007 it is 325,925. They are trying to meet the
challenge of this type of growth with implementation of some of the
following: New Open Space & Trails Ordinance 10/31/07, New
Zoning Ordinance in 2008, New Comprehensive Plan in December
2008. Rural lifestyle is the #1 desire of most citizens in Pinal
County.
Comprehensive Plan:
Design Workshops November ‘07
Draft Plan in early ‘08
Final Plan June ‘8
Final Approval December ‘08
Zoning Ordinance:
Existing vs. New Zoning
Signs
New office zones
Adult entertainment regulations
Lighting (recognize dark skies, but need safety)
Schedule of development for schools, roads, etc.
Financial Impact:
Capital improvement planning (CIP)
Streets, open space, public safety, infrastructure. FYI: Ironwood $100 million road is only 17 miles long.
Economic Development:
Job Center
Connect transportation to existing job center routes: Phoenix and Phoenix-Mesa Gateway
Encourage entertainment, recreation
Focus marketing to industry
Help existing businesses grow
Environment: Rideshare program, rail connections, “Transit-oriented Development” (TOD)
Q&A:
Hospitals and medical centers are only planned after a private company
or investor, such as Banner, determines the financial feasibility of
such centers.
Pinal County looking for head of household jobs.
Gray water and green technologies was discussed for options
Solar Panel systems should not be denied through HOAs. A “Green” workshop with the power companies may take place.
Design Review Overlay (DRO) or some ability to determine structure and
businesses coming into Gold Canyon: Since the original signatures
to allow DRO
to officially meet were destroyed in the 2004 Movieland fire, it is
necessary to gather new signatures. This requirement has changed
from 40% of all commercial land owners to 3500 residential and
commercial land owners. Tom Wolf is working on accomplishing this
to restore DRO’s position.
The question of sandwich board signs along Kings Ranch Road was
raised. GCBA has received some feedback from residents and
businesses who would like to see the elimination of the sandwich board
type signs from the streets. Since these are county streets, this
type of sign is not legal in public right-of-way property. Much
of the un-landscaped area in front of retail stores and office
buildings where electrical poles are located is county property.
Although GCBA supports appropriate business advertising, it is also
important to know the limitations in the use of portable signs.
David Kuhl suggested contacting Pinal County Code Compliance
Manager, Wesley LaCrosse 520-866-6478 or Wesley.lacrosse@co.pinal.az.us
or view http://www.co.pinal.az.us/PlanDev Article 22, Figure 9 for
signage requirements and limitations. We encourage business
owners to prompt their building management to use the monument signs
intended for this purpose rather than signs lining the roads and tied
to trees. As business owners and operators, we want to avoid offending
the people we are trying to attract.
Meeting adjourned at 8:50 p.m.

GOLD CANYON BUSINESS ASSOCIATION
SEPTEMBER MIXER 9/25/07
Tom and Tess McDonald-Smiling Dog Landscapes know how to entertain
guests. They hosted the GCBA September mixer at their home and
business on 9/25/07. The 45 members and guests in attendance had
a private tour of the nursery and gardens, dined on delectable
refreshments served by Bob (Tom’s right hand man) and parked their cars
under the careful direction of Josiah, Tom and Tess’ son.
They made everyone comfortable in the beautiful setting under a
backdrop of a full moon, the mountains and saguaro cacti. It was
simply a perfect evening. Business people meeting with other
business people, chatting, laughing and sharing ideas, quips and
stories. Tom and Tess sent everyone home with a miniature cactus

successful GCBA evening.

LaPrise Vice-President. Officers present: John Enright, Jill Moritz.
Rick Hardina absent. 25 attendees present
Treasurer’s Report: John Enright $2917 and 150 members.
Self introductions were done and a host of new businesses were welcomed: Primeau
PC, Tropical Smoothie Café, Firehouse Bar and Grill (Mike Farber and
Lori Hlavin are making a name for themselves with sports, food and
beverages), Great Wall Chinese Restaurant, Peralta Trail Publishing and

Makeup (Esther Ellefson does wonderful permanent makeup, having been a
portrait artist for many years), Spilled Beans Espresso, Cactus Pool
Supply, and Business Strategy Partners.
New Business: John
Enright discussed the philosophy of the GCBA. “To provide a network of
support for Gold Canyon area businesses” is the GCBA mission statement.
Suggestions were made at the board meeting on 8/16/07 and John
introduced some ideas of making Gold Canyon more visible for Phoenix
metro residents, as well as visitors, to accomplish our mission
statement. Cable One TV ads, a restaurant guide, put GCBA item in LPGA
Tournament handout bag, hire Ollie the Trolley to transport people from
the parking lot of the Gold Canyon Methodist Church to the elementary
school for the Canyon Arts Festival in January, use Gold Canyon
PowerPoint presentation for potential business and residential
promotional purposes (i.e. Mountain Vista Medical Center), send tourist
info. to the Lost Dutchman Marathon participants and put a Gold Canyon
visitor link on their website. Further input, pricing, and evaluation
will help us put some of these ideas into reality.
A reminder to
all businesses who advertise in The A.D.O.B.E. Ledger that the
publication under the direction of Thomas Preiss, will be an all color
magazine starting in September. Advertising rates will increase
effective for the October issue. Please call Ray’s Printing
480-982-3087 or raysprinting@mchsi.com for a new rate sheet if you have
not received one.
Old Business: John talked about the
visibility of the GCBA welcome bag program. Delivering approximately
35-40 per month. He thanked those involved, especially Larry LaPrise,
Peralta Trail Elementary School; Melissa Komen, Kiddy Korner Family Day
Care; Carolin & Bob Benjamin, Keller Williams-Integrity First Real
Estate-The Benjamin Team; and Jill Moritz, Professional Organizer for
the contribution and effort to the program. John deserves a huge hand
for his continued activity with the Welcome Bags too. Sharon Keiser
recently moved to Gold Canyon and sent a thank you letter to the AJ/GC
News with her favorable comments about receiving the gift bag. John is
hoping one more volunteer will step forward to help with the Welcome
Bags. Please call him at 480-560-0846 or jtegoldcanyon@yahoo.com
John
encouraged members to become involved in “your” organization. The board
can’t and shouldn’t do everything. GCBA will only be as good and
beneficial as all the members choose to make it.
Michael Kean,
Kean Consulting, generously offered to take charge of doing the name
badges again. Michael was instrumental in getting them started in
previous years. He also has offered his time to represent GCBA in the
Pinal Partnership organization. It is critical that Gold Canyon have a
voice in Pinal County planning and future growth. Business owners will
rely heavily on what happens in this county and community for their
survival. It won’t and can’t stay the way it is – let’s take an active
role in shaping our futures here.
Marta St. James’ extremely
worthwhile endeavor to supply all of the Pinal County Sheriff’s
Department K-9 members with protective vests, was updated by Larry
LaPrise. Four have been purchased and two are on the way. They are now
looking into providing a sensor that sounds if the dog is left in the
vehicle unattended, particularly in the hot season.
Donna
Marcolini, Curves promoted her business on August 8th with a new
ownership ribbon cutting ceremony. Congratulations and best wishes for
outstanding success, Donna. Anyone interested in having a ribbon
cutting ceremony at their new business, please contact Jill Moritz
480-671-0620 or jill@jillmoritz.com
Guest Speaker: Mary Jane
Damron, Director, Community Services Division of the Pinal County
Attorney’s Office –James P. Walsh, County Attorney. Mary Jane will
celebrate 20 years with Pinal County this December and knows all there
is to know about helping businesses prevent and protect themselves
against bad checks. The best news is that the county doesn’t charge for
this service. They are not a collection agency, but they will prosecute
the guilty party. If the person passing the bad check does not pay, a
warrant is issued for him or her. If the person’s record is reviewed
for some reason, even a simple traffic violation, it will show the
outstanding warrant and the person may be arrested.
Mary Jane
mentioned that 15 counties in Arizona have a Check Enforcement Agency
program similar to this. Therefore, if the check writer is a resident
of another county, but the transaction took place in Pinal County, it
is still worth completing the appropriate documents and sending them
in. If the party lives and the transaction took place outside Pinal
County call Mary Jane for a referral to another location. She also
indicated that it is very difficult to prosecute out-of-state
offenders.
When the county becomes involved, the amount
requested from the offending party is the collection amount plus a $25
fee. Check fraud is the number one crime in the United States, so
contact Mary Jane at 1-520-866-6813 or 1-800-208-6897 x6813 or
www.co.pinal.az.us/attorney We have register decals, store signs, and
information booklets pertaining to the Bad Check Program if anyone is
interested.
We appreciate the following businesses donating
raffle items in addition to the 50-50 drawing: Walt & Darlene
Girton, AZCARVERS.COM; John Enright, Gold Canyon Care; Cheryl Husslein,
Gold Canyon Embroidery. Winners included Donna Marcolini, Curves; Dr.
Sohrab Gandomi, Bahai Faith, Mary Lynn Preiss, Peralta Publishing &
Printing and Marcia Kean, Kean Consulting.
The next GCBA meeting
will be a mixer hosted by Tom and Tess McDonald, Smiling Dog
Landscaping. They will welcome us to their home/garden on Tuesday 9/25
at 6:00 p.m. Refreshments and appetizers will be provided. Look for
future announcements and a map.
Meeting adjourned 8:30 p.m.

businesses, residents and industry.
Action Items on his agenda:
Work more closely with Gold Canyon-no animosity. Form a united
front against encroaching cities, such as Mesa. Not against GC
incorporation, but he indicated that Pinal County would immediately
drop services provided.
Stop the bad publicity for Apache Junction. Define East Mesa from AJ
Perhaps appeal for new zip code for East Mesa
See his dream of a hospital in AJ take place, working with Advanced
Cardiac Specialists. Location on Goldfield near Dolce Vita
